Why won't China customs release my parcel?

Tracking information for my parcel has not been updated since Dec-18

The receiver in China has stopped communicating with me, and so has Customs. I am now at a loss of what more I can do. This is an item I have returned, so I am now down the cost of the product as well as the return shipping costs and I can't help but think I've been conned.
Very disappointing and irritating.

The receiver has told me that they have in fact been in touch with Customs / China Post numerous times in order for the parcel to be released. And that they even submitted a complaint. Which is why I have messaged here, as I have no idea what I am meant to do in this situation. I have Customs saying it's ready for release and they need the receiver to contact them, and the receiver telling me that they have tried contacting Customs and China Post is inefficient so I should just wait some more days.
I have reported the sender to PayPal and also lodged a lost parcel notice with Royal Mail, as I didn't know what else to do, but it seems the receiver has no intention of collecting the parcel so can I please just arrange for it to be sent back to me?

It should be waiting for the receiver in China to declare to the customs now. You'd better contact the receiver in China to ask if he has received the notice from the customs. If no, let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check or call China customs service number 12360 to check.
