Why parcels originating in China and starting with RI cannot be tracked overseas

I was told by New Zealand post that parcel with tracking number RI......CN cannot be tracked in New Zealand. So, I am able to track it only while it is in China. These parcels for some reason have a high loss rate, and I am wondering if they are being stolen. On the other hand, parcels with tracking number RF.....CN are tracked end to end. Can you tell me what is a difference between RI and RF parcels please, and is it true that RI parcels cannot be tracked outside China. I do not understand how one letter would make a difference. Thank you.

I don't think there is any difference about packages with RI or RF. I'm in China and sell something online, I found in most cases no matter which one, when it leaves China, it couldn't be tracked.
