Why package has been held so long

I sent a return package out of the USA to China and we filled out the USPS Customs Declaration and Dispatch Note and the post office her in the USA said it was all filled out and paid for so why is this still in customs and has been for over a month

My shipment status is Held in Xiamen custom. May I ask how long will it be held? Is it normal? It's just some badminton grips I bought from Alien Pros, an online sport store.
