Why my parcel has been returned to Harbin

I sent the parcel CP327504844CN from Harbin to Serbia. Why it has been returned to Harbin? I paid for sending from Harbin to Serbia, not from Harbin to Harbin. China Post didn't do their job and I am deeply unsatisfied.

It didn't pass the check, so it was returned back.
