Why my package wasn't delivered

I have tried to contact the number you have given but there is no one that speaks English to deal with my query. I need someone from China post who is in charge of tracking to change tracking details to include the reason why parcel wasnt delivered , please can someone help as I'm getting annoyed at this stage. I can't ask the company to collect as they are returns which they don't want to except so I don't receive my refund and I won't get a refund unless evidence my parcel was attempted to be delivered or not. There must be someone I can contact in charge of the tracking information on the website
