my package repeatedly enters Hongkong, starts shipping, and re-enters Hongkong, this happened 3 times now. My postal tracking code is CP425717535CN

Tracking shows this as delivered on 7 Dec but I never received it. This was an amazon order so I know the address was correct. Once a package enters the United States, who is responsible for final delivery? Also is a local tracking number generated by the US Carrier?
