Why is my package still at Chengdu

I sent my package back to China from the UK, and it arrived in Chengdu on the 4th January 2024 where it is still there waiting for the users to pay taxes. Can you please tell me how much longer I will have to wait to get my refund.
I brought this item through Amazon, but it was not suitable, so I got the return label from Amazon and it cost me £20 to return it.
The tracking number is RN648821911GB
Can you please tell me what is going on.
