Why is an item that was sent in March still not eft China?

I order an item middle of March it has been stuck there since 29/03.

But something I order in May has arrived already?

Hi Mark j,

Packages sent in March are mostly delayed due to the coronavirus. You'd better wait for more days to see if you could receive it. If you couldn't receive it within 70 days, you need to contact the seller to give you a solution as soon as possible.

Is an item of clothing that didn't fit that I returned to the seller in China. It was sent on 17th March 2021, and arrived in China on 28th March. It sat from 28th March until 11th of may when it arrived at facility. It was then marked "Import stopped by Customs (Inbound)" on 11th May and has not moved since. The tracking number now says "expired". What can I do to get the item to be delivered to the seller so that I can get a refund?
