Why has return RN801946928GB not been delivered to the original sender

I returned an article purchased through Amazon on18th August 2021. This is still ‘pending’. Why has it not been delivered?

It needs the receiver in China to pay the tax to the customs in late September. As the receiver in China didn't pay for it, it's on the way back to UK now.
