Where is my parcel, the sender isn’t helping me

Please can you let me. Know what is happening with the delivery, inn worried sick.. these are Christmas presents, as I’m going to go away start of December, I ordered well over 12 weeks ago. There is a chance if this parcel is lost I won’t go travelling because my family has been so good to to me & I’m finding it hard tanyway, but feel if the presents don’t ffokrm, my travels is over. Please help, I’ve cried most of the day:

It's sent by Royal Mail. You'd better wait for more days to get update. If you couldn't receive it in time, contact the seller to give you a solution in time.

Receiver’s country Customs won’t release the parcel. The last tracking status is: 境外进口海关留存待验(限制进口的物品-进口许可证丢失/不适用)
I have asked the customs to return to sender, but customs is saying that the sender has to ask from their side.
I contacted the sender, but they are saying they don’t know how to do this.
How can the sender ask the parcel to be returned? What is the process. Parcel sent by EMS China Post

Tracking number WB171184234GB on 31/10/2022 parcel hasn’t moved says sender dispatched item. Has my parcel left China or is it not been dispatched by sender. Please advise
