Where is my packet?

My tracking no. is RG945321163CN. It been 2 weeks since i got this tracking no. and I still can't track it. Whats happening?

The sender may don't pay for the tracking service fee for it. So, it couldn't be tracked. You'd better contact the sender to ask.
