Where is my package?

Tracking shows my parcel left the seller on 1 November 2019. Since then the tracking shows that it seems to be going around in circles. It's now arrived at Shanghai twice but then goes backwards to where it's been before. Please advise what is happening, why does it keep going back?

I have a package coming from China Post with tracking AT015954627CN. When I look up the status of the package it shows delivered on October 13th.
