Where is my package?

My package is supposedly in the country (Uganda) and the latest tracking information indicates it failed to deliver. Local postal office doesn't have it and now I have no idea where it is. Where is my package and how do I get it?

I have a package coming from China Post with tracking AQ604698907CN. When I look up the status of the package it shows out for delivery on October 9th. I have a package coming from China Post with tracking AT015954627CN. When I look up the status of the package it shows delivered on October 13th.
