When can I expect my package to be released from Customs and delivered?

To whom it may concern:
This return package is now getting to be an extremely time sensitive issue for me as it was shipped on August 24th, I have no updated information since September 4th, and I’m getting very concerned. If at all possible, I would appreciate ANY assistance you are able to provide regarding my package. Thank you again!

To whom it may concern, greetings,

I sent a package of clothing to be returned to JoyFornice Design/Norcora's return facility, in Guangzhou. The tracking information (CH106002532US) shows that it is being held in customs since 12.09.2020 03:50:00 [USPS]. Until the package is released, I am unable to get a refund from PayPal. Could you please: 1) help facilitate this for me; 2) provide me with an estimated time frame for when I can expect the package to be released; or 3) return the package to me?
