What's going on with my package?

I have a package on order from August 22, 2021 that's been sitting in the same place since September 9, 2021? What's going on with it? Is it lost? Should I request a refund from PayPal at this point? If it were to start moving in the direction of delivery I might just get some satisfaction but,for over 3 months now it looks like I'm never going to get it!
