What happened to the package with tracking CC083160365NL? It arrived to the city where it supposed to go but then all of a sudden it's in Shanghai. What means "Returned, Please Contact XXX Customs Agency, Tel:"? Did the receiver decline the package and send it back?

Sent a package to China and getting this:
Sat Oct 3112:29CNShipment is being cleared through Customs in country of destination
Wed Oct 2817:13CNShipment is cleared and forwarded to addressee

It says 28th the shipping is cleared yet on 31st of October it's again sent to being cleared? Almost a month later there's no update on this! How is this possible? Contacted our postal service but they're saying they don't know.

My tracking number is RV474622343CN it has been showing ''Guangzhou, has been handed over to the airline transport.'' since 2020-07-19 15:44.
Can you please tell me what is happening with it?
