What happens when seller does not get return?

I have returned a purchase to the seller at the end of June.
After lengthy stay at the customs, the current status is: waiting for users to pay taxes.

What happens if the seller does not pay taxes? What happens if the seller doesn't pick up the parcel. Will it come back to me?
