What does "Deliver to carrier" status actually mean?

My RN506347358GB package has had the "Deliver to carrier" status for the last 5 weeks. I have been in contact with the person I am returning the package to and they are telling me that the package has failed to get through Customs and is being returned back to me in the UK. I find this confusing because the tracking status would indicate to me that the package has cleared customs and is on its way to the receiver?
I would appreciate some help on this.

Due to the package status now showing "Expired" is this how you know its being returned to me?
Based on the tracking information the latest update was "2021-09-29 10:25 Shanghai, sent to the carrier". I am a bit confused why the package is being returned because I read the tracking information as, my package cleared customs and went to the carrier on the 2021-09-29 but for some reason it has not been delivered by the carrier.
