What do returns by airline mean and security returns?

I have ordered many times from this seller small electronics parts and flashlights and all packages have arrived quickly (pre-pandemic) and moved normally. This package has been in a return loop in Hangzhou for many days now always showing return by airline for security or safety check. There are no batteries inside and the electronic parts are tiny circuit boards and LED lamp beads. Are these kinds of products now also on a prohibited export list to USA like cell phones and such? Or do the returns indicate waiting space or flight availability? I am waiting patiently and watching the tracking activity, just curious.
