Waiting on my parcel since August 2021 - Please help.

Tracking # UU241702318CN
Item arrived at the Overseas Transit Bureau and the Secondary Processing Center at 1:59 a.m. on 11/05/2021. Wondering how do I track it from there to the USPS. The USPS website mentioned the UU241702318CN tracking number is trackable from their web page. Would the tracking number change? Any assistance would be greatly appreciated.
