My shipment CY025802609CN have status it is held by customs for check. They wait for payment. But the seller say it has IOSS: IM5280002556 so it should not be a problem. But where is the package and what can I do to receive it? Or just wait?

I have asked the seller to kindly resend me my package that i have ordered from their establishment. Because for some reason the first time i ordered my package it was never even shipped out from your end. So i'm asking you to kindly send it to my destination as soon as possible. i have wait for over 4 months now i do not wish to wait any longer.
