Undelivered Letter, who is in charge of the delivery service?

I finally found a tracker that shows me the whereabouts of a letter I sent over a month ago. Can anybody tell me who I can contact (by phone) to enquire about this. It appears it was sent to the right city, then returned to Beijing for some reason. I need to know which postal company is in charge of delivering it and how I can get in touch.

I'm not in Dalian right now, I sent the package from the UK and have been told that nothing has arrived for the intended recipient. I guess I will give them a call and hopefully resolve the issue. Thanks for the contact details.

Hi again, I get cut off everytime I try to call the number you provided. I can't even call china post using the mandarin chinese number (11185), am I doing something wrong?
Are you in Dalian City, China now? If so, please contact China Post by calling 11183 (for English service, press 8) to enquire.
