Unclaimed package at customs.

Hello,
I send a package to a buyer in China. Tracking number UA931837779US.

The package arrived at Shenzen Customs, pending a customs payment from a buyer. The buyer in China refused to claim it and asked for a refund. I issued a refund, and now the package is stuck and Shenzen Customs. The buyer is required to come there and refuse the item, and he won't do it. How do I ask Shenzen Customs to send the package back to the sender (me)?
