Two separate parcels are both stuck in a express delivery loop

I have two separate parcels with different tracking codes ( AM739149214CN / AM737992983CN ) and it keeps telling me “express delivery arrival at processing center ZM or NL. what is the issue here? Is there an import tax that needs to be paid that I cannot see or what because it have been stuck for over two weeks now?

My package (LX042463962CN) seems to be stuck in a loop going from
Tianyi Processing Center ---> Beijing International Mail Exchange Station ---> returned ---> Tianyi Processing Center and so on
This has gone on 3 times now the sender has tried to resolve this but hasn't been able to get any answers on their end.
Is there anyway I can request the package to go back to the sender so they can go threw another courier? or contact china post somehow?
I didn't pay for my package to be stuck in a loop and not be shipped
