Tracking shows item delivered but it has not been delivered

Re: Tracking No. AM074391343CN. I have checked with the Vendor/Shipper and it shows being sent by China Post. My question is this: When the parcel arrives in Canada and gets processed through customs who then moves the package onward? Is it an independent courier company or does it continue with a China Post courier? If an independent courier company which one is it? Please advise
