Tracking says my package has arrived but it hasn't.

Hi! I ordered some Hoka shoes on October 19th. Tracking said they arrived on November 21st but I have not received them. I checked with the post office and neighbors without any luck. I would really like to have the shoes versus a refund, but will accept either one. Please let me know.
