Tracking result says, that my package has been delivered, but it is not true.

I am waiting for a 60 USD ordered and paid package,
No AM313566177CN. The tracking result said, that they delivered it in july 22nd, but they did not even try it.
I did not have any info about the delivery, they did not send any e-mail or SMS about the delivery.
I do not understand it at all.
