Tracking indicates my package has been in China customs since 29OCT

Aloha, my package was sent out for delivery on 29SEP and upon the tracking system it says the items are with China Customs as of 29OCT. Tracking number CH145058706US. I’m returning jewelry to the seller and they will not refund me until the product is returned. May I please get some assistance so I can get my refund?
