I sent a package to a vendor on 8/5/21 using the United States Postal Service. It has been stuck in customs since 08/16/21 and I do not know why.

Hello,
I did as Daisy requested. Vendor did not see anything related to him. When do I consider this package as lost? What other options do I have?

Hi Lois,
You can only wait for more days to see if it could be released by the customs.

I'm sorry, I don't understand your last response. What is service number 12360? Do you have a telephone number or email address for Chinese customs? Everything I tried is invalid.

Hi Lois,
12360 is the China customs service number. It could only be called from China. There is no email for them. They don't provide email service.

Hi, there has finally been an update on this tracking number.
USPS website says "Origin Post is Preparing Shipment
We have received notice that the originating post is preparing to dispatch this mail piece."
Would you be able to explain what this means?

It should be waiting for the receiver in China to declare to the customs now. You'd better contact the receiver in China to ask if he has received the notice from the customs. If no, let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check.
