My parcel is stuck in Vilnius for almost a month. Here is the tracking number CP384198405CN can you tell me what to do ?

Hi! From other posts on this website, I see parcels that arrived in Vilnius on the 15th, 23rd, 30th June, my parcel arrived in Vilnius on the 9th July, from what I could see on few parcels it takes about 20 days between Vilnius and the destination country. It seems to me that China Post made a deal with Lithuania Post and now they cannot cope with the flow from China, the train between China and Lithuania has some 100 containers full of post to the entire Europe.
