Shipping from China to Hawaii

It has recently come to my attention that many of the Ebay vendors from China/Hong Kong are no longer shipping parcels to Hawaii. They are being told that it is no longer allowed. Is this true?

Part of this news is observational. Looking at a particular item and scrolling down the list of vendors from China or Hong Kong, one can see that many have put up the "Will not ship to Hawaii or Alaska" stamp. The cost of shipment from these areas is the same to all of the USA, so it can be deduced that there is some misinformation being spread, or other unknown factors (to me) present.
