Shipping and delayed delivery

In my tracking information it says that my VAT bill is created. Does that mean I have to pay it for my order to be delivered. Or can my order still be delivered if I do not pay it. Also can I get an estimate of when I'll get my order.

When it's in Saudi Arabia, it's delivered by Saudi Post. You need to ask Saudi Post to ask what you need to do to get it.
