In 17Track it says it's delivered on 12th Dec but not received. How do i check this ? who is the local party to contact to ??

I have a package in tracking says DELIVERED. Not here. I contacted Attorney General of my state. I have sent emails, etc. To no avail. Since I used a CC. Disputing charge with bank!!
If it's shipped by Qingbei Supply Chain (青贝供应链), you need to contact the seller to reflect the problem and require the seller to contact the courier to check it for you.
