What does it mean when there is a name ie R Gray after Properly Cast is indicated .. does it mean that is a signature when parcel was delivered ??

I have been waiting months now and this shipment says 10/12/2021 this package has been duly cast. Package WAS NOT DELIVERED TO ME. AQ846449605CN. Supposedly delivered via uses postal service. When I check their page with the track number says NUMBER OF TRACKING NOT AVAIL. please I need that item, where is it?
