It has some problem of leaving China. When is the end time of your package? It has been nearly a month that it's still in China. You'd open a dispute to ask your money back if you couldn't receive in time.

Dispute is not being opened as they are saying the seller promise to reach till 19 september

If in this case, you can only wait and if it couldn't reach before 19 Sep., then open the dispute.
