You can contact the seller to ask it he has delivered it out. How long the seller set for you to receive the parcel? If you couldn't get it in that time, remember to open a dispute to Aliexpress to ask your money back.

The parcel shows 'electronic data received' on Oct. 7. This means your sender applied a tracking number from China, but does not actually ship the goods yet. Is this you bought from a seller in China online? If so, wait for more days to see if there is further update. The seller usually delay shipment for some days in order to wait for more orders to enjoy the cheap shipping.
Another thing is that the seller send the parcel by using China Post Ordinary Small Packet Plus I think. It's a cheap service and needs a long time to reach you. Also, it's not registered, so you couldn't track it when it's outside China.
