Parcel was not delivered

According to the tracker it status the package has arrived, however I have not received the package at all. This is the tracking number LZ193247885CN .
I would kindly like to know why I havent received my item yet.

Hi Wendy,

It was delivered on Sep. 7. If it's not delivered to your address, you need to contact the seller to ask if the tracking number is right. The seller may give you a tracking number of another customer. If the number is right, he may filled the address by mistake. If all are right, you need to contact Australia Post to reflect the problem and check it for you as soon as possible. The seller should give you a solution at last if you couldn't get it.

Tracking number XCSU001398034BO. It says this parcel was delivered. It was not. This parcel was resent as it was supposedly delivered a month before but again did not arrive.
