Hi, i have sent a parcel which includes my watch for repair at the China workshop using SingPost and it is shown as held in customs. How can i release it?

I have a parcel mailed via SingPost from Singapore to China, tracking no. CC922449895SG. This parcel is shown as "Held at customs". May I ask if my parcel can be retrieved? If yes, what are the procedures to be taken?
