Your package is packed with other packages in a large one and they are scanned together. If one of the packages have problem to pass the check, all the packages will be scanned again. I think this is the reason why it was scanned for so many times. If it passed the check on 12th December, you may get it at the end of the month.

There is a user who posted with 13 cycles of this happening, some day they will fix their system, until then just have to cross your fingers, that some day the large package won't have a problem
