Parcel not delivered

Can someone please answer me as to why my parcel wasn't delivered and where it is now. I have rang numerous times with no help at all emailed and email address is not worknig and I have sent 3 of theses messages to you. Please answer me

AT107663885CN is my tracking number. 17Track said my parcel was delivered, it wasn't. I live in an apartment, there is no where to leave, any parcel. I get parcels delivered, they either call, or leave a delivery notice. Nothing was left, no neighbors who delivered my parcel. Thank you MaryAnn Zamko
