Is this parcel lost or just very slow to be delivered

I have been trying to get answers as to when my merchandise is and no one seems to want to provide any assistance I want a refund since you refuse to provide my merchandise. This is the tracking number that shows on my order AS811255496CN which says delivered but I never got it
