parcel is saying it delivered but it isnt

hi, royal mail (UK) have said they have delivered the parcel but this i cannot locate it and hasn't been left anywhere they have said i need to make a claim through you here is the tracking number: LZ751071606CN i need to know how i can claim against this or prove to paypal its not been delivered
