Parcel held in customs

My parcel LP904394501SG is held by customs and status shows pending duty payment. My recipient has tried to contact Chinapost and even China customs but they did not give him any information to pay. How do I pay when both Chinapost and customs are not giving any instructions

Let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check and pay.

He has already registered with the site. There is no package in his account
