Parcel held at CN Custom since 5Aug

Hi, my parcel LP904352492SG is held by China custom since 5Aug. when i checked with Singapore local courier company, i notice the consignment note do not stated any contact number. is it the reason why the recipient until today did not receive any message from custom?

If you don't leave the receiver's phone number, it couldn't be delivered.

As per advise by Singapore Qxpress, they have assigned Singpost for the international courier and there will be no column for recipient's contact for Singpost consignment label.
