Package was returned to me, why?

I mailed a package to Guangdong, China on April 16, 2020 and it was returned to me in USA on September 18, 2020. It was not damaged, and the mailing label to China was provided by the Chinese retailer, so I know the address was correct. I would like my $43 USD refunded as the package was never delivered to the company in China that it was sent to. This was a return of merchandise and I have no idea why this was returned to me. Please let me know what I can do to receive a refund of postage. The package DID make it to China, and the return was processed in China, so The USPS will not provide a refund because the package did make it to the Chinese postal system. Please let me know if there is anything I can do to facilitate this refund.
