Package stuck in Wuhan for over 60+ days

At 18 January I bought an item from Aliexpress and since then the package has been stuck in Wuhan ever since then... I suspect it is due to the Corona Virus but at that time things weren't that bad as nowadays. I'm really confused about what happened and what to do since I can't open a dispute right now since the order is now "Completed".

Wuhan is the center city for the outbreak of coronavirus in China. Government has stopped all public transit in Wuhan. All airlines are cancelled. Highway and trains from/to Wuhan area are closed. Not sure when will be the end of the regulation. You can not do anything except waiting at this moment.
