Package stuck in Shanghai mail center

Hi, I sent a recorded delivery package to China from Sweden in August, and apparently no notifications were sent to the receiver about its arrival in China. This meant they failed to pay the duty in time. Supposedly, the package should be returned to me (the sender). I see from tracking the code that the last update was on September 10th where it was still in Shanghai. The tracking number is: RR819692398SE Could you let me know what I can do to find this package?
