Package stuck in “Handed over to the carrier” for 2 months

Hi! My package with tracking number LZ988738053CN has been stuck in “Handed over to the carrier” for more than two months now. Is this a normal delay? Should I wait more days to see if this changes or should I ask for my refund with the seller? Thank you so much.
