Package stuck in customs due to tax - receiver contacted but refusing to engage

Hello, my package has been stuck at customs for over a month. I brought clothes from an online company, but had to return them due to wrong sizing - for a full refund. The clothes arrived in China, but Customs held them for tax reasons? Customs have contacted the receiver twice - so they can release the item to them. But the receiver is refusing to do that - telling me they don't have clearance to contact customs. They won't provide me with a refund until they receive the items. Is there a contact email for customs - so I can contact them and find out what needs to be done for the package to be released?
