The receiver is denying that they can assist and refusing to pay the tax. I’m under the impression they don’t want to refund my money. Can I pay the tax or have the product returned?

You couldn't pay the tax from abroad. In most cases, it will be returned back if the tax is not paid by the receiver.

Can I please request that the package be returned to sender?

You also need to let the receiver require the customs to do so. Or, it may be processed by the customs self.
